In reply to your letter of the 13th. July, I am directed by His Excellency the Governor to inform you that your application of the lộth, June was mentioned in general terms by the Director of Public Works to His Excellency and that His Excellency preferred that the agreement relating to the South of the Island Development Scheme should be first completed and the necessary Ordinance passed.
His Excellency was, and is in fact, unwilling
to entertain any proposal which will forestall the arrange- -ments which the Government has been endeavouring to complete with the Promoters of the Scheme for more than 4 years.
